Among these innovations, smart settlements and urban digital twins (UDTs) have emerged as transformative tools that allow planners, policymakers, and citizens to simulate, predict, and optimize urban systems for sustainability and resilience. This article explores how digital twin technology can support climate-resilient urban development through empirical case studies from Singapore (Virtual Singapore), Helsinki (Helsinki 3D+), and the Netherlands (Rotterdam and CLIMATE-IMPETUS). By integrating artificial intelligence (AI), Geographic Information Systems (GIS), and Internet of Things (IoT) technologies, digital twins create virtual environments capable of real-time monitoring, scenario testing, and risk modeling.
